We’re nearly half-way through 2017 and I’d like to make a few comments on the state of the Village and acknowledge the work of our Village Staff and Council Committees.
I’d like to congratulate the Village Manager, Gary Copeland, on assembling the very professional and hard working staff that we now have. I’ve never seen the Village staff work so well together and be so productive. All functions – police department, utility billing, Mayor’s Court staff, finance, and public utilities are working well together and getting more done than has gotten done in years. I encourage our Manager to keep the staff running smoothly and do what’s necessary to retain these valuable workers.
In the past 3-4 years our Council Public Works Committee, working with the Village Manager, has made very good progress identifying, prioritizing, executing, and tracking many new projects affecting the structural health of our streets, water supply system, storm sewers, and Village buildings. A list of Public Works projects is managed at monthly review meetings and is open for the public to review. In addition to upgrading and repairing our infrastructure, cost savings achieved by correcting major design and installation mistakes of the past are being fixed, saving the Village tens of thousands of dollars each year. The Village’s infrastructure is in the best shape I’ve seen in many, many years and will continue to improve as the Public Works projects are tackled one by one. I’d like to acknowledge our Manager, his staff, and the Public Works Committee of Council for all of their hard work over the past few years.
Equally successful has been the huge improvement of the financial management of the Village. Council’s Finance Committee has worked diligently the past several years to understand and gain control of a broken financial system that put the Village in Fiscal Emergency. Working with the Public Works Committee and the Village Manager, expenses are planned months in advance and appropriated on time. Account balances are managed to be ready to supply necessary funds for projects. A little over a year ago we hired Ms. Kitty Crockett as our Finance Director. Kitty has streamlined our accounting systems, making needed improvements in our purchasing policies and bringing in-house our payroll system. And, last week we received the State’s audit of our 2015 and 2016 Finances. For the first time, going back to at least 1999 and maybe further, the State audit found the Village finances completely clean. No findings of any kind were made. So, for the hard work of our Council’s Finance Committee, the compliance with policies of our entire staff, and the work, skill, and experience of our Finance Director, I would like to say “thanks” and congratulations on a job well done.

I’d like to acknowledge the work our Clerk of Council, Jamie Morley. Since agreeing to take on the Clerk’s job about a year ago, Jamie has come up to speed quickly and has shown her willingness and ability to dig into issues and provide valuable and timely research that helps Council with their decisions. She also has proved to be very diligent and effective at communications, with Council, the public, and Village staff. I feel fortunate to have Ms. Morley serving as Clerk of Council and in my opinion is performing the job at a level not seen in the Village for many, many years.
