Administration Staff

Village Manager and Director of Public Safety – Gary Copeland- formerly from Northern Ohio, has been in law enforcement for over 20 years following a four-year tour of duty in the United States Marine Corps. Mr. Copeland served overseas during his military tenure, where he was also a member of the Marine Corps karate team. Mr. Copeland’s education consists of a Master’s in Criminal Justice from Tiffin University and a Bachelor’s in Management with a minor in Criminology from Indiana Wesleyan University, graduation from both with honors. He has also graduated from the FBI National Academy in Quantico, Virginia, Certified Law Enforcement Executive Training and the Police Executive Leadership College in Columbus, Ohio both sponsored by the Law Enforcement Foundation in cooperation with the Ohio Association of Chiefs of Police. Mr. Copeland is a member of the Ohio Association of Chiefs of Police, the International Association of Chiefs of Police and the FBI National Academy Associates. Mr. Copeland is married with a daughter and two sons, one who is currently serving in the Army, 82nd Airborne Division. Mr. Copeland’s hobbies consist of weight training, martial arts and playing guitar. He enjoys working with the residents of the Village in a collaborative effort to improve the quality of life in Waynesville.

Finance Director  - Kitty Crockett, was hired on July 11, 2016. She is formerly from beautiful Southern Ohio and moved to Jamestown graduating from Greeneview High School where she completed a 2 year business course.  In 1982 her family moved to Spring Valley, Ohio.  She is married to Ron Crockett, who is a 1970 graduate of Waynesville High School.  They have 2 daughters, 1 son and 5 wonderful granddaughters.  Ron and Kitty opened their Excavating Company in 1998, Groundworks Unlimited, Inc. which is still in operation.  Her husband Ron runs the operations while she takes care of the books and payroll.  Kitty has been working in the finance division for about 30 years, 20 of them in the Government sector.  She was elected as Fiscal Officer for Spring Valley Township in 2000 and has been re-elected to this position as of the last election.  Kitty contracted with the State of Ohio as a Visiting Clerk to train Fiscal Officers/Clerks to use the UAN software program, which is managed by the State of Ohio Auditor’s office.  She helped train multiple Fiscal Officers/Clerks over the years with all aspects of their jobs which include payroll, taxes, budgeting, payables, receivables, investing and many of their other duties required by the State of Ohio.   Her hobbies include crafting, birding, flower gardens and raising Monarch caterpillars.  Kitty serves on the Spring Valley Potato Festival committee and completes the mapping for the vendor locations.  She enjoys working with the community and residents and looks forward to working with the Village of Waynesvile.
